cannot ping default gateway, firewall settings already checked

My operating system is Windows XP Home Ed.
I can ping all ip-numbers within the sourrounding network,
but as soon as I would like to ping the default gateway or
ping an outside ip, i only receive the message "request
timed out". I also checked my firewall settings in "Norton
Internet Securtiy" and on the register tab "Local Area
Connection Properties - Advanced". I UNchecked "Protect my
computer... (Internet Connection Firewall)"

Here are the IP addresses, the gateway, and the subnet
mask for my PC as requested (slightly modified because of
security purposes)
I am member of a university network, that's why the IP
address starts with 172...

What happens if you totally disable all your firewalls?
If you cannot ping the default gateway, well, you'll
never get an outside IP.

Can others on the same network ping the gateway
successfully?
