cannot open or create a database

When I install any version of Outlook on my Win98 OS, I get the following error message and am unable to use any database

Unable to open your default e-mail folders. The .DLL file for the information service could not be found
MAPI was unable to load the information service PSTPRX.DLL. Be sure the service is correctly installed and configured
....then..
Would you like to open your default File System folder instead

What can I do? I have a database I want to open in Outlook.
