Cannot open exclusive

Hello,
I am in the test stages of developing my database. I have user level
security implemented and it works well. My problem is that I have attempted
to open the DB in exclusive mode (as the admin) which I believe is supposed
to lock out others. It is not working. I am making sure that all users are
logged off first (only two others even have access, and they don't have
permission to open in exclusive mode), then I open exlusive, then they are
still able to open and use it. The DB is split, with a copy of the front end
on each of the others' machines. Can anyone explain why this is happening?

Are you trying to open your copy of the frontend in exclusive mode or are
you trying to open the backend in exclusive mode?

Then why do you say it is not working. You are the only one trying to open
your copy of the front end.

Point taken. I'll rephrase.

4 times a day, I will need one user (who belongs to a group with proper
permissions) to open the database for about 20 minutes and verify some
information, during which time it is IMPERATIVE that the data in the
underlying (back end) table not be altered. What's the best way to
accomplish this?

Well, to guarantee that you are going to have to insure that no one else has
access to the backend. That means you will either need to ask everyone to
exit the database or, else, boot them out. I believe I remember that Tony
Toews has a utility for doing that (but don't quote me there, you'll have to
look around his site to see if that's correct) --
www.granite.ab.ca/accessmstr. Obviously, people doen't really like being
unceremoniously booted out of an application, so you might find it more
applicable to just make an announcement at the appropriate time that people
must exit the database. You threaten the removal body parts for those who
don't...LOL.
