Yes, you're stuck. For anyone reading this posting, and considering doing
likewise, here are a few tips.
1. You cannot run Windows XP (upgrade or OEM version) over Windows 2000. The
upgrade path from Windows 2000 to Windows XP *requires* the Upgrade version
of Windows XP Pro;
2. Don't buy your operating system on eBay. Buy it from a reputable dealer;
3. Don't buy the OEM version if what you want to do is move from Windows
98/Me to Windows XP. Buy the Upgrade version from a reputable retailer. OEM
versions are designed to be sold with a new computer. It a license violation
to sell an OEM version as a standalone product, and in some cases, OEM
versions are hardware-specific, and may not run on anything other than the
hardware for which it was designed;
4. You are not entitled to support from Microsoft with an OEM version. And
if you didn't buy a computer with your operating system, you are unlikely to
get it from the hardware OEM with a grey-market version of Windows XP;
5. If you want to do a 'clean install' from Windows 98/Me, then the best way
to do it is with the Upgrade version of Windows XP, not withg an OEM CD;
6. Upgrading from Windows 98/Me to Windows XP is not a no-brainer. Unless
your system is a P-III or better, with 256 MB of RAM or more, and has 2 to 3
GB of free space on the hard disk, then leave it as is, and don't upgrade
the operating system. Windows XP needs (and uses) significantly more
hardware resources than Windows 98 or 98 SE. If your system originally came
with Windows 98 or 98 SE, you are probably better off to stay with Win 98
and change operating systems only when you upgrade the computer. Most
systems that can run Windows 2000 or Me well can also run Windows XP, but
see the practical minimum hardware requirements above.
The product this user needs is the Upgrade version of Windows XP Pro. If
your system is running Windows 98 or Me, and you are a home user who doesn't
need IIS in order to develop and test ASP code on a localhost environment
(and if you don't know what that means, you don't need it) then the product
you need is the Windows XP Home Edition Upgrade.

Well, had you done a little homework before purchase, you'd have learnt that
2000 Pro to XP Home is considered a downgrade and, therefore, not possible.
Yes, you're stuck a) because it's Home and b) because it's OEM. You can see
if the seller will refund you, but the onus really is on you to check before
purchase and NOT to buy from Ebay!
