Cannot launch shortcut to a folder/directory

Hello,

Has anyone seen this problem before?

Any time a shortcut is created that points to a folder (or a drive) and the
user attempts to launch the shortcut to open a Windows Explorer window, a new
instance of explorer.exe shows up in the Task List, but the windows does not
appear.

At first, I suspected that it may be positioned off the visible area of the
screen, but there was no Task Bar button for this window, either.

This has happened once before and we finally just replaced the computer. We
had tried logging in as the local administrator and it had the same problem.
We tried removing the user's profile and logging in, still to no avail. We
made the user a member of the local Administrators group and that didn't
work. We had someone else log into this system and still nothing. When this
user logs into another system, everything works fine.

So, we know it's not permissions, we know it's not the user account
settings. I had even tried replacing explorer.exe, but that didn't work
either.

I found an article (#817824) that refers to a seemingly similar problem on
SharePoint Portal Server 2001 and there is a hotfix for that. But I don't
know that this hotfix will work on WXPP.

Does anyone have any other ideas besides replacing the entire system again?
I'd hate for that to become our standard as I'm sure we'll see this again.

Unfortunately, running this command requires having the CD in the local drive
and these systems were installed using a remote installation utility, so the
CD is not available.

Also, I don't know that we have a CD that has the OS including SP1. I
believe SP1 is being installed separately.

Any other ideas?
