cannot instantiate graph builder

On my XPSP2 machine, I can not get my tv tuner card to be recognized by
software, or my recently purchased USB webcam. When I plugged the webcam
in, it load drivers and says hardware is ready for use. But no software
will attach to it. I get errors like "capture device was not detected", and
"cannot instantiate graph builder". I am thinking that I am missing
registry entry(s) for filter(s) or something similar. Anyone have any ideas
how to diagnose this error? I've tried downloading directX to reinstall it,
but as soon as I launch the installer it says finished. I guess it detects
it's already installed. Without some better errors, I don't know what else
to try. Does anyone know how to force DirectX to fully reinstall?

The error message is so strange I had to look it up on Google. I found this:

Do you use a webcam on your computer? Perhaps the icon thing you saw
represented a camera?

Do you have Photoshop?

Hi, yes I am trying to use a new USB webcam I got. But I had the problem of
my TV Tuner card not working before, and I'm sure the two are related. I
found the same link that you did. Since I have SP2 already installed, I
have DirectX 9.0c on my system. When I download and try to reinstall, it
does not do anything to try to install. It sees that it is already
installed, and just quits. I saw another post that said reinstall SP2, and
I may try this. No, I do not have photoshop.

Fixed my problem finally. I just had to register the file qcap.dll (or
something like that). This goes along with quartz.dll.

i hv the same error msg (Cannot instantiate the graph builder) when i installed tv card in my PC..can you or someone please advise me hw to solved this problem?

I have dirctX 9 installed.
