Cannot get into Desktop, gets stuck in Windows XP logo screen

My computer gets through the BIOS boot and through the Windows XP loading
screen (the Windows XP black screen with the blue bar that moves). The blue
XP screen (which normally is the 'login' screen if more than 1 account is on
the OS, though mine only has one account so its the ''welcome'' sign but
instead of welcome it says "windows xp" with the logo) then shows up, but it
then stops there and stays there. Safe Mode doesn't chane anything, as the
same situations occurs. In fact, all of the modified boot methods (Last Known
Best Config., safe mode with command prompt, etc etc etc) do the same thing
-- loading ceases when the blue XP screen comes up... I've tried using the
Recovery Console and chkdsk. I also, just to be sure, ran 'fixboot', though
that had no affect.

What's wrong
and what can I do?

Extract the file ../i386/winlogon.ex_ , found on the setup cd, to
.../system32/winlogon.exe

I am also having the same problem and have now idea on how to correct this.
I've only had my computer for 4 days it was newly built for me and I asked to
have xp installed. I should have stuck to 98 SE. So if anyone can answer this
question it would be very helpful for the both of us.
