Cannot find 'file:///C:/WINDOWS/s.htm'.

Everytime I open up Internet Explorer I get a message
say: "Cannot find 'file:///C:/WINDOWS/s.htm'. Make sure
the path or Internet address is correct." I tried to
download something and it said that the windows temp
folder cannot be found. I do not know how to fix these
problems. Can I please have some assistance?
