I am trying to transfer my Outlook 2003 info to my new labtop with Vista 2007
(Outlook 2007) installed, but I cannot find C:/documents & settings on my
Vista 2007 - how can this folder be located?

I think Vista uses a folder 'User' for this purpose. Look in Control
Panel | Mail -> Data Files where your PST file is located.

Sounds as though you want drop the 2003 PST in to replace the PST file
in the Vista PC - don't do that. Copy the OL-2003 PST to your Vista
documents folder, then open Outlook-2007 and use "File" > "Open" >
"Outlook Data File" to open the old PST. Finally, use cut/paste to
copy the items from the 2003 folders to the 2007 folders.

It's a bit more work, but it will avoid problems in the long-run.
