Cannot Fax a document in Windows2K Pro

I have Windows 2000 Professional with Svc Pk. 4. I have looked on
Microsoft's Web Site and it seems that all the faxing articles are for XP. I
don't know if XP is the same. I have Outlook 6.00.2800.1123 if that matters.

I have specified dialing rules but not in the manner I seen in a previous
article. I want to dial an 888 number. I specified it to dial 1 then 888
prefix then the seven digit number. Do I have to specify it as +1 (888)
1234567

When it dials I hear a voice but the sound is poor so I can't tell exactly
what is going on.

The Windows 2000 Fax service will not process dialing rules unless the phone
number to which you are sending the fax is in "International" (also known as
Canonical) format. Details on how to use International format to invoke
dialing rules are available here:
