Cannot establish connect to Win2K running TS in Admin Mode

I have a Windows 2000 Server running TS in Admin mode.
The server is fully updated with all SP's and hotfixes.
Some computers can connect without any problems. Others
receive the following message almost immediately:

The client could not establish a connection to the remote
computer.

The most likely causes for this error are:
1) Remote connections might not be enabled at the remote
computer. (but, I can connect from another PC)
2) The maximum number of connections was exceeded at the
remote computer. (again, I can immediately connect from
another PC)
3) A network error occurred while establishing the
connection.

From the same PC receiving the error, I can connect to
another server also running the Admin TS with no problems.
I have confirmed that neither the server or workstation is
running any firewill or doing any port filtering. I have
confirmed there are no hung sessions. The event log on
the server shows no events. Most of my testing had been
with WinXP connecting with Remote Desktop Connection.

I have been working and researching this for about 10
hours straight but cannot figure out the problem. Any
help would be greatly appreciated.
