Cannot download from several sites

I cannot download several files from several different sites. I have tried
with IE7, and Opera 9.0. The files start to transfer, but only go a short
distance, and stop.
I have disabled my anti virus/spyware program, made sure the win xp firewall
is turned off, and even been in msconfig, and followed the instructions
given by the people who had the files Hewlwtt Packard), and still cannot
down load from these addresses

I have changed my security settings, and cookies, still no work.

Maybe it is not an XP problem, any suggestions would be appreciated, thanks.

Never go online without a firewall active unless you have at the minimum a
NAT router.
