Cannot download certain websites - SECURITY SETTINGS

When I go to download some websites I get this message "Your current
security settings do not allow this file to be downloaded". I have windows
xp.
I have gone into my security settings and tried to reset them, but it
doesn't work. I am probably not doing the right thing. I was trying to go
to the website adserver.software.com and download PC Speed Scan Pro when it
gave me that error.
I would appreciate any help you have.

Normally this message indicates the IE Security Setting for "File download"
is disabled.

Go to Tools > Internet Options > Security

Click the Custom Level button, then scroll down to the section titled
"Downloads".

There you should see the aforementioned "File download".

Is it enabled or disabled?

Clear Internet Temporary Files (Go to Internet Options > General tab >
Delete Files button)
Clear Internet History at the same tab
Try temporarily disabling anti-virus and firewall applications
From the Advanced tab (also for Internet Options) click the "Restore
Defaults" button.

Correction:

UNcheck everything in these sections ONLY.

HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
C:\Documents and Settings\All Users.WINDOWS2\Start Menu\Programs\Startup
HKCU\Software\Microsoft\Windows\CurrentVersion\Run
