Cannot Delete Directory

I have two directories sitting on the root of my hard drive that I
cannot delete. I have tried the it says that I do not have appropriate
rights to remove these folders. I logged in as the local admin and
checked the security settings. I gave myselft and the admin full
control over the root folder, but when I go into one of the sub folders
I cannot view the security settings because I don't have appropriate
rights. Obviously the rights on the root of this folder are not
inheriting down. Is there a work around to remove this folder? It
doesn't contain any valuable info or files, from what I can tell it is
empty. I just want it out of there....Thank you in advance.

Could you please advise the name of the folders that you want to delete.

The first one used to be "1" but I changed it to "1.OLD" to see if it
would cause any problems verfiying that I could delete it. Within
there are 4 sub folders "Download, ip, lang, and new"

The second is "36fccb62997dd70a18b657" which also added the ".OLD" to
for the same purpose and it also contains the same 4 subfolders.
