Cannot delete a Settings Data file

I removed ALL FILES (not an e-z fete) From Norton AVE except one - The
Security Alert(which I think is only an empty sign board). This file comes
up when I start windows and stays on screen; none of the options work
including the "x" to close it. File location is: Documents & Settings\all
users\Application Data\Symantec\Common Client\Settings.dat.
When I try to delete I get the message: "Cannot delete settings.dat: It is
being used by another person or program. Close any programs that might be
using the file and try again". As far as I know there are no other files
running as I have closed everything I thought would be applicable. Any and
all help will appreciated.

Hii.., first congrats on ur hardwork lol!. you can check what program is
using this file and also delete it by using unlocker this tool releases
operating system deadlocks and many other features.

I had a .wmv file -- an Opera cache file that I had moved to a new site.
I tried the standard recommendations for deleting it -- they failed.

I downloaded "unlocker" -- fumbled around trying to figure out how
to make it work -- then got the "unlocker" dialog box and saw
three "drwtsn??.???" processes connected to my my .wmv file.

Before I could write down the name and say "Dr. Watson" I hit
the Unlock and my stuck file was deleted. THANK YOU VERY MUCH.

I don't know what the "drwtsn" thing is all about. Googled -- it looks
complicated.
