Cannot defragment files and enable system restore

I am not able to do any maintenance on my computer.
When I attempt to enter thru "Accessories" the icons are
gone. If I go into settings, I have the icons listed, but
when I open them, they do not work

Perhaps it is a security issue. Have you tried loggin on
as Administrator and running the tools?
