Cannot create Smart DEvice Application

I have VS 2002 and recently installed Mobile Application Development Toolkit
2004. I have also installed Microsoft Pocket PC 2003 SDK. When I go into
VS2002 there is no option to create a Smart Device Application. I want to
create a Windows Form application for a PDA, but there is no option to do
that. The only option I get it to create a Mobile Web Application. I do not
want to create that. I want to create a WIndows based app. Am I missing some
files or did I install the wrong SDK?

Please Help!!!

You can't use VS.NET 2002 for Smart Device application development. You
need VS.NET 2003 Pro or better.
