Cannot copy user profiles

When attempting to copy user profile from other than
currently logged on, receive error that the file (usually
index.dat, or other .dat) is in use. there are no
applications running. Also receive error that the file has
a user-mapped section open, when copy/paste contents of
profile to default user.

I had the same problem. This problem is related to the userenv.dll,
which creates a process for the user when the user logs on.
Unfortunately, the process does not always cease when the user logs
off (the bug). By rebooting the machine, I was able to kill the
process, which allowed me to perform the operation (copying of
profile) successfully.
