Cannot cleanup Allowed Cookies without using Regedit

Does anyone know how to cleanup the Allowed Cookies at:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History]

For example, if you choose to allow cookies for Amazon.com you will see the
following entry.

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History\amazon.com]
@=dword:00000001

One solution would be to use Regedit, but I was hoping for a cleaner (and
safer) solution. Plus there are over 50 entries under the History key.

Also, prior to Service Pack 2 for WinXP you could go to add sites you did
not want blocked.

Internet Options > Tools > Privacy (tab) > Settings (button)

But after installing SP2 the "Settings" button seems to be used for pop-up
blocking. Is my assumption valid?

In other words, if I click the Remove All button on the dialog labeled "Per
Site Privacy Actions" my desired effect occurs.

Namely, this removes all of the 'garbage' web sites in the Registry (for
Cookies Allowed) at the following key.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History]

Theoretically. Don't know for sure as I've never cross-checked those
registry keys against changes in the allowed/block list. Besides using the
IE cookie manager, I have Spyware Blaster installed. That program adds many
registry values to block specific intrusions beforehand. So I may have a
"combo" list going in that area - partly created by me and the other parts
created by spyware blaster.

That's it Sharon. Voila!

Spyware Blaster puts entries in the Registry such as the following:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\P3P\History\gator.com]
@=dword:00000005

Moreover, since "dword:00000005" is entered, this value means GATOR.COM will
appear as NOT ALLOWED in Internet Explorer.

Internet Options > Tools > Privacy (tab) > Sites (button)
