Cannot Change Report Page Size Access 2007

I have a report that needs to be changed to legal sized paper. I cannot
change it from letter. Changing its size is ignored in both design or report
view. It allows me to change the setting, but when I go back and look, it is
right back to letter size paper.

I change orientation and margins; just not paper size. It is set to use the
default printer. I tried setting it so a specific printer and legal tray, but
this does not work either.

I have made this change on a dozen other reports without any problems.
