cannot change my password even as Administrator

I am running XP Pro, loggged on as Administrator, but cannot change my
password.
My user account display information under (Control Panel/User Profiles)
shows me as being "password protected", and when I fill out the form to try
and change my password, a Windows dialogue up that states:
"Windows cannot change the password"

What the #$% is going on here?

Run the command net accounts and net user username on your computer using
your real user name of course. Check to see if your computer has a password
policy for minimum password length and if so check the password last changed
info for your user account to make sure it is older than that time period.
Also check to make sure that user can change password is yes for your user
account. If not use lusmgr.msc to access your user account and unckeck "user
can not change password" for your user account. You use Local Security
Policy [secpol.msc] to change password policy settings. In any event you
should as an administrator be able to "reset" any users password by
accessing the user account using lusmgr.msc, and right clicking the user
account and selecting set password. If you do that be sure to read the
warning message that you will get before doing that as that will among other
things prevent you from accessing any files encrypted via EFS as that user.

Open Computer management, b right clicking my computer and clicking on manage
-- go to users and double click administrator, make sure user cannot change
password is uncheked.
