Cannot add Favorites in IE 6

I've got XP and IE6 with SP1 and am having trouble
creating Favorites in IE. None of the Favorites exist
is the drop down menu. Only the "Add Favorite"
and "Organize Favorites" exist. If I select add, then
nothing happens. The same for selecting Organize.

The Favorites directory does exist under
C:\Documents and Settings\myuserid\Favorites

Any Idea what's happening..

Open Help & Support Center (start button - help)
Type favorites
click section: Full-text Search matches
press: 1. list of troubleshooters
right side panel: Press "Internet Explorer"
follow the Favorites path.
