Cannot access Windows XP System Restore Utility

I'm running Windows XP, Internet Explorer 6.0.2900, DSL. I recently installed
Norton Internet Security 2005 and I can no longer access secure web sites. I
attempted to verify the version and cipher strength of IE and it is blank. I
attempted to run System Restore and when the window loads it is a blank page
and I cannot select or create a restore point. Does anyone know why NIS 2005
would cause this to happen? Any ideas on how to fix it?

I wish I could narrow it down ;-) I would start by uninstalling NIS or
taking a close look at it's settings. They may be too restrictive.
