Cannot access update Error

We are working on my dad's computer that has Windows 98se with IE6. After
installing a critical update on his computer for IE6 he cannot get on some
web sites. He cannot access Windows update or any part of Microsoft that has
any downloads. He gets a error that says "explorer has encountered a problem
and needs to close". We have tried to use the repair tool but we get a error
that say's "error in setup missing wbv.dll missing entry IE6 maintance 6.0".
We tried to uninstall Ie6 but we get the same error about the missing wbv.dll
missing. We have checked for any virus or spyware and found none. We cannot
repair or uninstall it. I have been all over the net trying to find a answer
for this but only a few people have had this problem but I cannot find a fix.
Can we uninstall the critical update and IE6 still work? We are lost as what
to do.

Windows Update Fails:
Click on START and the RUN put in each line seen below and clicked on
OK. (do each one line at a time)
REGSVR32 C:\WINDOWS\System32\wuapi.dll
REGSVR32 C:\WINDOWS\System32\wuaueng.dll
REGSVR32 C:\WINDOWS\System32\atl.dll
REGSVR32 C:\WINDOWS\System32\wucltui.dll
REGSVR32 C:\WINDOWS\System32\wups.dll
Disable your anti-virus when obtaining the updates.
Make sure that your firewall is allowing the connection to Windows Update .
This would be on ports 80 and 443.
