Cannot Access Encrypted Files

Please help me access my files. Any help will be most appreciated.

I have several encrypted files which I am unable to access. Here is
the error message for one, "Excel cannot access 'wire list.xls'. The
document may be read-only or encrypted."

I am on a workgroup. I am the user whom encrypted the files. I have
not had any software or hardware problems (that I know about) since
encrypting these files and subsequently accessing them within a couple
of months ago. I have accessed these files with no problems within
the last two months. Now I cannot access any of them.

Under Encryption Details, I am shown as the only user who can
transparently access this file. When I view my certificate
information, it shows that it is valid from 6/7/2004 to 5/14/2104.
However, it also indicates that, "This CA Root certificate is not
trusted. To enable trust, install this certificate in the Trusted
Root Certification Authorities store." It also states, "You have a
private key that corresponds to this certificate."

Have you compared the certificate fingerpring with the certificate that has
the corresponding private key ?
When I view my certificate

Your certificat was automatically generated on 6/7/2004 ist that the time
at which you encrypted your first file ?

private key that corresponds to this certificate."

This warning is normal if you use local Certificates that are automatically
generated by Windows.

The thumbprint matches mine.
Your certificat was automatically generated on 6/7/2004 ist that the time
at which you encrypted your first file ?

Yes, this is the earliest modification date shown. Some are later as
I had been able to access them.

This warning is normal if you use local Certificates that are automatically
generated by Windows.

Can you help me?
I have encrypted file in Windows 2000. I had to reinstall My Windows.
Reformatted the drive NTFS and I install Windows XP Pro. Now I cannot access
these files (encrypted file) in My Drive, which are stored in a separate
partition. How can I open Files Encrypted in My system.
