Cannot access Database Results Wizard as it is grayed out

I have created a New Web and saved on a Network Drive on my Small Business
Server 2003, which is running SharePoint Services (I am not trying to publish
to this webserver, the site will be published to an ISP running FPEs). But I
am not able to access the Database Results Wizard as Insert/Database/Results
is grayed out.
I then created a New Web on my local drive in case there is some detection
going on...but still Insert/Database/Results (as is Web Part) remains grayed
out.

Web Parts are only available if you are running WSS (not the FP SE)

The DBR requires you set Tools Page Options Authoring and set FrontPage & SharePoint to Complete
