can xp act as server for vpn connection

Most people can't by default....

Broadcast Name Resolution is off by default, by design, for XP
Servers...

NetBIOS is enabled by default (unfortunately)...

What I am trying to say is that enabling NetBIOS on your VPn adapter
may or may not work for people... It would also depend on whether or
not the server-side has NetBIOS enabled on the RAS interface... The
solution is also further muddied if ICF is being run on the system
(this was a new point brought up to me two weeks ago at MS)...

That's why we say that the only reliable method of name resolution is
via using a WINS/DNS server...

BTW: Name resolution works fine when I use a Win2K VPN client for me
- It is when you need to go to a XP-based RAS server that it has
problems since network broadcasting won't pass through the VPN, thus
killing broadcast-based name resolution.. The fix for this was
included in Win2K3, but it won't be backported to Windows XP-based RAS
servers per MS...

What I am trying to say is that enabling NetBIOS on your VPn adapter

There is a NetBIOS enablement checkbox on the PPTP VPN WINS page for
XP. Is that how it is being enabled on the RAS interface? Name
resolution won't work if that checkbox is empty.
It would also depend on whether or
not the server-side has NetBIOS enabled on the RAS interface...

I do not find that to be the case. I can get name resolution to work
if the VPN Client is on an XP machine (and NetBIOS is enabled on the
VPN WINS page) and the VPN Server is on either XP or Win2K (there is
no NetBIOS enablement on the VPN Server for Win2K, yet name resolution
does work).
The solution is also further muddied if ICF is being run on the system
(this was a new point brought up to me two weeks ago at MS)...

What is ICF? I cannot find an entry in Help for Win2K Pro. Google
reports all sorts of interesting things, like the International Crane
Foundation and the ICF Canoe Polo Committee.

But that requires Windows Server, which most SOHO environments are
unwilling to invest in. I am talking about simple peer-to-peer
networks, referred to as "Workgroups" in MS Speak.

That is the opposite of my experience. How did you get it to work?
There is no NetBIOS enablement on the VPN WINS page like with XP.

That is the opposite of my experience. If you enable NetBIOS for the
VPN Client on the VPN WINS page, name resolution works regardless of
the operating system used to run the VPN Server.
The fix for this was
included in Win2K3, but it won't be backported to Windows XP-based RAS
servers per MS...

That is a Windows Server, which is outside the realm of most SOHO
configurations.

For many people (me included), selecting this box does nothing
(especially since it is enabled by default on a clean install of XP
Pro).

If the local network doesn't use NetBIOS, enabling it on the VPN
connection won't help...

ICS... Internet Connection Sharing... I had Internet Connection
Firewall on my mind after a prior discussion with someone else..
But that requires Windows Server, which most SOHO environments are
unwilling to invest in. I am talking about simple peer-to-peer
networks, referred to as "Workgroups" in MS Speak.

Actually, if you are running Internet Connection Sharing, you have
access to a caching DNS server... It just isn't enabled on any other
type of interface.
That is the opposite of my experience. How did you get it to work?
There is no NetBIOS enablement on the VPN WINS page like with XP.

Broadcast Name Resolution is not blocked with Windows 2000 or 2003
Servers or Professional machines. It is blocked with XP Server.
That is the opposite of my experience. If you enable NetBIOS for the
VPN Client on the VPN WINS page, name resolution works regardless of
the operating system used to run the VPN Server.

That is what I am trying to say... Enabling NetBIOS works for you,
but not for most other people... It depends on your network
configuration... It definately does not work for me or others who I
test this with (so far 5 people)...
That is a Windows Server, which is outside the realm of most SOHO
configurations.

Windows 2003 Server and Windows XP share a common code base...
Actually, this fix was removed in Windows XP since it existed (in a
different form) in Windows 2000 Server and Professional.

If the local network doesn't use NetBIOS, enabling it on the VPN

The Win2K machines have NetBIOS enabled for the Local Area Connection.

configuration... It definately does not work for me or others who I

Weird.
