Can someone try this on thier PC and.....

if they get it to work let me know how they accomplished it.

There is a tool called shutdown.exe (can download it from anywere
"freeware") once you obtain this tool create a scheduled task calling the
shutdown.exe to shutdown your pc. Once shutdown you pc while you are logged
in it means the task is setup correctly. go back into task manager and set
the scheduled time for 2min ahead of the current time. Logoff of you
machine. See if that task will restart your machine while logged off.

Make sure the task is running with admin rights?
Also verify the task worked while logged into windows?

u can test on you local machine running winxp or on a non produciton server
running win2ksp4

If you get this to work please let me know how you accomplished this.
