Can someone identify this memory error mesage?

Is this an actual memory problem, or a program or OS problem?

The instruction at "0x7470b439" referenced memory at "0x7470b439". The
memory could not be "read". Click ok to terminate the program.

I have 3 sticks of of 256MB PC2100 DDR RAM from Crucial. I've tested the
memory using MemDoc and the results were error free after hours of extensive
testing.

It really depends on when you are getting the error. What are you
running when the error occurs? Does it occur in Safe Mode? Also check
in Event Viewer for clues:
Start>Run>eventvwr.msc [enter]

The program is QuickVerse Deluxe and the problem only occurs after (or as)
the program is being shut down. I checked the events and with the exception
of a few anomalies, nothing seemed to be out of the ordinary.

It's obviosly an error generated by the program. Sounds like some poor
programming cleanup work.

Look to see if there's any updates on the authours website. If not, contact
them and see if anyone else had reported this, they are working on a fix,
etc.
