can send email but can't receive it

at first WM set up I can't send email but can receive it. after I re-set up
few times try to fix the problem finally I can send email but I had new
problem can't receive it. I tried many times to fix that problem but I can't
find it. needhelp. thanks.

yes, there is an error message:
Account: 'PeoplePC Email', Server: 'pop.peoplepc.com', Protocol: POP3,
Server Response: '-ERR Syntax error', Port: 110, Secure(SSL): No, Server
Error: 0x800CCC90, Error Number: 0x800CCC18

It is quite likely that your antivirus program is interfering with the email
receiving process. Read http://www.oehelp.com/OETips.aspx#3
If you have McAfee or Norton antivirus, uninstall it. Reboot and try
Windows Mail again. Once you get your email working properly,
download and install a less troublesome antivirus program such as the
free Avast. Whichever antivirus program you keep, be sure to
disable its email scanning option.

If you can receive, then your incoming (POP) settings are correct.

For your outgoing (SMTP) server settings, try
smtp.peoplepc.com
