Can send but cannot Recieve after startup

I get email if I restart system. I turned off Norton anti virus email scan.
When trying to download email I get this error: Your server has unexpectedly
terminated the connection. Possible causes for this
include server problems, network problems, or a long period of inactivity.

Norton antivirus is among the top three troublemakers for Windows Mail.
Turning off its email scanning is seldom sufficient.
The only way you can prove or disprove that Norton is the culprit is to
uninstall it, followed by using their debris removal tool:

Another option is to upgrade to Windows Live Mail, which is more
resistant to the adverse effects of overly intrusive antivirus products:

In any case you must disable any antivirus email scanning, for the reason

Just to add to Gary's response so as you do not install the 3 that cause issues like this.
They are Norton,MacAfee and Trend.
Also email scanning is redundant and your resident AV will still catch anything trying to come though
