can not switch user

i can not switch user when ever i click 'start' 'Log Off' and then 'Switch
User' it just dismisses it as nothing and just does nothing leaving it on the
screen i am on

Does this always happen or does it occur randomly?

In any case you can try the following.
Goto Start - Run, type "shutdown -l -f" without quotes.
