Windows Vista Can not start updates, control panel or print

I am in a right pickle here. Today I boot up to find control panel window empty, windows updates not functioning and not being able to print. Tried to restore as admin and in safe mode but it doesn't fix it. Yesterday I was making my own icons and removing the blue arrows on the desk top icons with FxVisor.

What have I done and how can I fix it - help greatly appreciated.

Yes the time was correct. Thanks for the interest.

I just finished a Vista re-installation (phew!) and am back to where I was before the problem occurred. Fingers crossed. I won't be dallying with the icon files or .dll's again.
