can not send e-mail get error message

Hi I run windows XP and have uninstalled and reinstalled
outlook express
I can not get it to send e-mail, I recieve all emails and
when I am trying to send e-mail I get this message

The message could not be sent because one of the
recipients was rejected by the server. The rejected e-
mail address was '(e-mail address removed)'.
Subject '', Account: 'pop.central.com',
Server: 'smtp.central.cox.net', Protocol: SMTP, Server
Response: '550 relaying mail to blair.com is not
allowed', Port: 25, Secure(SSL): No, Server Error: 550,
Error Number: 0x800CCC79

no matter whom I send e-mail to it keeps being the same.
I called my ISP he checked out if things are set up right
and they are so I am confused about this all I hate not
using O Express
It used to work and all of sudden it quit sending mail
HELP PLEASE

You need to set your outgoing server to authenticate - you are trying to
send through a server other than your ISPs.
