can not install some programmes

when i try to install stuff. i get half way though then get a error message
saying
could not access network location
%ALLUSERSPROFILE%\Start Menu\Programs\Startup\Startup\.
can someone help me sort this out please

Does your computer have filtering software (or a Group Policy) that prevents
access to the Startup folder?
