Can not Import Old Outlook Email files and folders

I have a new PC with Office 2003 and Outlook 2003 on it. I backed up all my
old email files to a .pst file and when I go to import it, I can not find the
Import Feature listed under "File" as before.
How do I download and get all my old emails, contacts, folders, etc. on to
my new PC>

In the first place, you would never use the Import feature to do this. Just
open the file in Outlook:
File > Open > Outlook Data File...
You can install Outlook's Importers and Exporters from the Office CD as long
as you promise not to misuse them by using them on PST files.

With the pst located on your hard drive, eg Documents folder, within
Outlook, File>Open>Data File....browse to this pst
Niether Export or Import is the reccommended method of dealing with native
OL data
With OL closed copy the pst(s)
Within OL open the pst(s)
