Can not download files

When attempting to download files in IE6, I get a box:
"Internet Explorer cannot download [target file] from
[source]. Internet Explorer was not able to open this
internet site. The requested site is either unavailable
or cannot be found. Please try again later." (Followed
by "OK" button)
Just before the box comes up, the graphic carton
indicating downloading does appear as though all is going
well.
This is probably what is preventing me from getting
Windows Updates as well.

i don't know about updates from ms, but its kinda normal
for this to happen with some sites. the web could be
busy, the site could be busy there's a host of things
that could cause it. try early in the morning or very
late at night.

I should have pointed out that it is not a function of
time of day, it's not just sometimes, it's that I CANT
DOWNLOAD ANYTHING. Only exception I've found is .jpeg
files. It's always the same (admittedly rather common)
box.
