Can not access CD ROM - Corrupt Registry

I can see the CD ROM in the device manager but it
states: "Your registry might be corrupted. (Code 19)" but
the trouble shooter is of no use. I removed and
reinstalled the CD ROM several times without success.

I even tried to install a USB CD ROM drive. It shows up in
the device manager stating everything is working properly
yet it is not accessible. Does not even show up in My
Computer or Explorer.

Any ideas?
