YPOPS has recently stopped working for me, too.
There is a work around using Yahoo ASIA content.

At the bottom there is explanation about using a Spam filter program with you
Yahoo Mail acct, with this work around. There is a typo, when using a spam
filter program the Incoming Mail Server Port should be set for "110" not 100 (as
typed). If not using Port: 995. I use the "110" setting for a older version of
POPFile, that does not the SSL component. Later versions of it has the
component, but I could not get it to work properly.

You have to download ypops but it seems to no longer work.
yahoo is just a 1/2 step behind the pogrammers of ypops.

I have not tried to use under windows live but I have outlook 2002 and
it used to work.
