Can I use wildcards in outlook rules eg *@domain.com

See the big white space in the browser window? That's where you ask your
question. Always mention your Outlook version and account type.

Rules don't support wildcards, but they don't need to. A rule that looks
for the word "corn" will also match "popcorn" and "cornucopia". So, make
your string "@domain.com" or, more simply "domain" (provided you con't mind
matching "domain.net", "domain.org", or "otherdomain.com" as well).
