Can I set the URL:MailTo handler via Group policy or logon script?

Hi all,

Does anyone here know of some way via group policy or a logon script that I
can define and enforce the URL:MailTo Protocol settings for all computers on
a domain?

I need it set to "C:\Program Files\Microsoft Office\Office\OUTLOOK.EXE" -c
IPM.Note /m "%1"

I need this to be the same for 800 users on our domain so that Oracle users
can approve purchase orders properly.

Any help is greatly appreciated.
