Can I remove $NtUninstall and $NtServicePackUninstall folders?

If so, how?

Use the automatic backup feature when I install Windows
Update service packs, etc... but now they are taking up a
lot of space.

Hi Christian

You may deleted these Folders maually. However, if you are not on really low
HDD space, I would not recommend it.
Once you have uninstalled those Folders, you will not be able to remove the
respective Service Pack and the respective Hotfixes. If you are sure you
will never want to do that, you can safely delete them.
