Can I prevent suppression of toolbars?

Sometimes I'll follow a link or submit a form, and I'll
get a new browser window that's missing all or some of the
toolbars (address bar, menu bar, button bar, etc.). I
don't mean that this is a bug; I'm talking about cases
where the web page author intends the window to open that
way.

Is there a way (without completely disabling Javascript)
to configure Internet Explorer so that new windows always
open with the normal complement of toolbars? Failing
that, is there a way to add the toolbars back to a window
that's missing all of them (i.e., I can't select View-
Toolbars, and there's nothing for me to right-click on
except the title bar)?

Try cloning such windows with Ctrl-N.
A cloned window often seems to be less restricted.
