Can I organize PROGRAMS behind the START menu?

I once had a utility in W98 that permitted organization
of programs, so after clicking the START button they
appeared in categories: Utilities, Applications,
Communication, Multimedia, etc. with drag 'n drop.

There's a third party utility called VISTA START MENU,
but before I buy it perhaps there's some way to do it
that's native to Vista.

??

There is a free version. Why not try that first, then if you like it, you
can buy the Pro version.

Thanks. I tried the free version, but had problems such
as the inability to right-click to get administrator
rights, among other things.

I hoped that Vista had a native ability to organize
programs... retaining the right-clickability.
