Can I forward a HTML message as Plain Text ?

I sometimes want to forward an HTML message in plain text format,
without downloading any of the message's pictures first. Is there a way
to do that?

[Outlook 2003-SP2]
 
That is what I am doing now, but I would like to avoid downloading
images during the process.
forward the message and goto format -> plain text before sending
