Can I delete temp SUBFOLDERS?

Am using a WinXP-pro PC, would like to clean up temp files beyond just what
disk cleanup seems to get. Got a lot of both *files* and also *SUBFOLDERS*
of files under:

C:\Documents and Settings\George Doe\Local Settings\Temp\

A tech support rep said it is OK and I should delete the files, but said not
to delete the subfolders? (wouldn't it just re-create them if it needed
them, if I delete?)

Agree? Disagree? Do I need to do this for all USERS of this PC (got about
3), not just George Doe? Appreciate suggestions, thanks.
