can I create a self-extracting CD-burner from an .iso file?

Is there a Windows XP tool that can take an .iso file as input, and
output a self-extracting executable such that when the user runs the
executable, a GUI appears prompting the user to insert a writeable CD,
and burns the CD using the .iso image?

I have an .iso that I want to distribute to users, however many of them
are non-technical to the point where giving them an .iso -- even with
instructions on how to use a command-line CD-burning tool to burn the
..iso to a CD -- would be difficult. It would be a lot easier to
distribute an executable that made it easy for them.

Don't know about XP. However, Easy CD Creator can create a CD with an .iso
image. I would expect Nero can also do this.
