Can i choose whether an outlook rule is client or server based

I have two computers (home and office) with 3 email sources (2 pop3 and 1
exchange) and both have similar (but not idential rules). When i set the
rules sometimes it tells me that i have created a client only rule (i never
check the "run on this computer" check box). What are the rules about whether
a rule is by default a client or server based rule?

It depends totally on whether the conditions and actions you choose can be executed on the server or require Outlook to be running. See http://www.slipstick.com/rules/serverbased.htm
