Can I block e-mail that has no subject listed?

I am receiving a number of spams that contain no subjects (the Re: space is
empty). I cannot figure out how to use the rules option under the "messages"
menu bar to block these spams.

Any suggestions?

You can't - just set your junk filters to high.
