Can custom document/template toolbars be hidden when Word doc open

How do I hide my doc/template toolbars when the document is opened by a reader?

Turn them off before you save the document. They should remain off until
reselected.

All my toolbars cooperate EXCEPT the Control Toolbox & the Exit Design Mode
toolbars.

These 2 continue to reappear when the .doc file is opened even though I
clear their check boxes via View > Toolbars > (clear checkbox), Save and then
Close. In the "Save in" field (under the View > Toolbars > Customize >
Commands > Save in field), I've tried selecting both the file itself & the
template attached to the file & then closing (save then close file), but
these 2 toolbars keep haunting my documents. (I'm using Word 2003)
